But the image or impression of the website seems not focused on its main message. too much different style pictures may confuse people's feeling on VITA. wahy about make VITA a professional image with a proper icon?

Sorry you could not find the free tax help in Chicago; the IRS and VITA expends a lot of time and effort to get the word out about VITA services for taxpayers, so this site does not focus on that.  Instead it chooses to focus on getting volunteers the information they provide in order to better serve taxpayers.  Whatever information is useful to taxpayers is a bonus and side benefit.

Sorry you could not find the information you were looking for; history, funding level etc is of little or no relevance for potential volunteers…a suggestion for where you might find such information in detail is the irs.gov website.  Even sites that have been in business for a while do not seem to keep a record of their history
